issue 12600 and issue 40952 are different problems which have not a lot to do
(but the keyword "quotes") with this issue. Also your report shows different
problems....
2. maybe a amall design problem: there is no check box for while typing because
this option is defined in the tab page "custom quotes".

4. the help says:
"Replace Custom Styles
Replaces the custom paragraph styles in the current document with the "Default",
the "Text Body", or the "Text Body Indent" paragraph style."
Please check that your document uses those styles where you expect the
replacement to work.
Feel free to reopen if this does not answeres problem nr 4.
Concerning the "missing" check box in the options, please file an enhancement.
