I have a use case that looks like the following:
- the user generates some forms using OOo
- the exported PDF form document is uploaded to a server that modifies the
  document and inserts the correct URL for the submit button
- a visitor of the server can fill out the document online and submit it to the
  server

The problem is, that the user doesn't know on which server the document will be
stored and it may also be stored on different servers, so he does not fill out
the URL of the submit button.  If OOo changes the button type to "Reset form",
the server can't determine the button to update the URL.

Btw: Adobe Acrobat Professional 6 allowes you to create submit buttons with
empty URLs, so I don't think that the document action will be invalid with an
empty URL.
