If you want a Heading structure, please make sure that the used paragraph styles
are not assigned as outline levels in Tools.Outline numbering. Furthermore there
have been many fixes in the "Numbering" area since OO 2.0 beta. Try out with
newer builds like 680m109.
If you still have ther mentioned problem, please attach a sample file to this
issue where the problem occurs and reopenthis issue.
