Open Writer (or Impress).

In Format -->Paragraph -->Tab you should be able to specify a custom fill-in
character by just typing it in the appropriate field.

Actual behaviour: you cannot insert a character in the field unless you select
"Character" from the list before.

Desired behaviour: when clicking in the field on the right of "Character", the
field is activated and "Character" is automatically selected from the list on
the left.
