I’ve added my comments in the ticket. I don’t understand the code completely, 
but it seems someone is using PermissionPolicy::ToString(), which is used for 
debugging purposes and doesn’t return an XML usable for anything else.

I would recommend not using PermissionPolicy (and its subclasses). In order to 
properly convert PermissionPolicy to an XML you would have to use the 
XmlManifestTemplateConverter, but it’s private along with all other XML 
converters. The idea is to use XML APIs only and PermissionPolicy is a relic of 
the past, which we couldn’t get rid of completely.

Sorry for the confusion. The issue I was referring to is a separate one from 
ASACORE-3486, but it happens to be XML-related as well.

It is not blocking because it is more of a XML tag and functions naming issue 
that would confuse API users.

We have one remaining potential blocker, 
ASACORE-3486<https://jira.allseenalliance.org/browse/ASACORE-3486>. This is an 
issue with XML validation of Security 2.0 manifest XML. The only workaround is 
to not use the XML versions of the Security 2.0 functions.

@Pawel, can you provide more details on the severity of this bug and whether or 
not you think it should block the release?
