I’ve added my comments in the ticket. I don’t understand the code completely, but it seems someone is using PermissionPolicy::ToString(), which is used for debugging purposes and doesn’t return an XML usable for anything else.
I would recommend not using PermissionPolicy (and its subclasses). In order to properly convert PermissionPolicy to an XML you would have to use the XmlManifestTemplateConverter, but it’s private along with all other XML converters. The idea is to use XML APIs only and PermissionPolicy is a relic of the past, which we couldn’t get rid of completely.
