Perhaps the reason that 14.04 was chosen was because it was the latest LTS 
version. Is 16.04 labeled as LTS?

Subject: Update Documentation and Testing to Ubuntu 16.04

Core Committers,

Carrie and I have discussed moving our recommended/base Linux development 
platform to Ubuntu 16.04. Currently it is at Ubuntu 14.04. Internally we are 
already using either 15.04 or 16.04 on our development systems, so I believe it 
will mainly be a matter of updating the documentation.

What do others think?
