The question the lawyer asks in trial, when photo evidence is introduced, is: "Is this a true and accurate representation of what it purports to be?"
Combining several exposures to overcome the shortcomings of the photographic process enhances the truth and accuracy of the photo. On the other hand, assembling a cut and paste of separate images to create an unreal representation of the scene would not be good for truth and accuracy. I vote "okay" for HDR enhancements. They truly and accurately represent the scene that was before the photographer.
