A chipmunk sound means that the sound is being played at a higher rate
than it was recorded at. A low sound the opposite. 

What happens when you play a regualr CD or a regular from CD .wav file?

Note that these rates make no sense at all. Why in teh world are they
set at 18903 and 27434 Hz?
