They already are decoupled. You can install the latest ALSA 1.0.11 on a 2.4 or even 2.2 kernel. The problem is that most of the distros just ship whatever's in the kernel tree - even if that version contains critical bugs that have been fixed in the ALSA tree. Yes, it's a lot of work, and it's unlikely that anyone will do it for free. This is the kind of thing that distros employ developers to do. It's not fun and not free (as in beer) but must be done if you want to ship a working system.
