IMO, language choice isn't an "either-or". It should be inclusive. I think you'll find that most of the .NET devs that have moved to Ruby have really just moved to Rails and it's satellite technologies (RSpec, Cucmber, Rake, Sinatra).
AFAIK, the only desktop application options for Ruby are Shoes (is that still around?) and MacRuby on OSX. There are probably gems for using WxWdigets or QT out there and of course you have JRuby and IronRuby if you want to use their respective frameworks. But that's a great question. Is Ruby really just a DSL for writing Rails apps? Anyone using Ruby for non-Rails/Rake/RSpec/Cucmber tasks? Anyone doing ETL or data analysis using Ruby?
