It's not the job of amcheck to create the tree or files.  That's what
(the children of) amdump will do the first time they actually process
the new client/disk.

So no, you don't need to create them.  Just run amdump and all will
be happy.  In fact, you probably should not be creating them yourself,
as Amanda applies its own ownership and permissions rules that would
not be in place when you do it by hand.
