Set it where? In the general parameters? In the "global" dumptype?
In the specific dumptype's you're using?
If you set it in specific dumptypes (including "global"), are you sure
the dumptypes you're using are getting that value?

Do you mean the E-mail report says Amanda actually ran non-level 0 dumps,
or that you looked in one of the logs and found that planner had requested
non-level 0 size information?
What version of Amanda are you using on the server?
In general, it sounds to me like you're not using the dumptype you think
you are, and that it's defaulting to a non-zero value for dumpcycle.
At least, that's the place I'd start looking.
