I don't think I explained my question properly.
If a hard drive failed I would have to:

Format the new system drives
Install the operating system
Restore the registry settings
Restore network connections and passwords
Restore installed software
Restore user data

>From what I know I would only be able to restore the user data from a
backup. There are some commercial programmes and systems for example the HP
SureStore AutoBackup which store all this information. This means if you
have to start from a blank hard drive it will automate the whole process and
you will have a system that is in the same state it was at the time of the
original backup.

If anyone can just clarify this situations I would be most grateful.
