What about msdos and umsdos file systems?

The former is plain 8.3 chars file length. Vfat is based on that, so
I'd not expect a change.

The later simulates unix permissions via a special file in every
directory. After using Windows you have to "umssync" the updates to
the special file. The file system looks like a unix file system to
amanda, so tar might be happy with it. I don't know what happens to
long file names, but if you just backup user data it might be
sufficient to have the data with abcdef~1.ext file names.

I'd like to see a summary of your experiments.
