Did you read about rawtapedev in "man amanda"?  It clearly states this
option is only for "Linux machines with floppy tapes".  That doesn't
sound even faintly like what you have.

So, is /dev/rwst0 non-rewinding?  I'm guessing not.  There is usually an
'n' in the name as an indication, e.g. /dev/rmt/0cn (for my machines).
Do an "ls -L /dev/*st0*" and see if some other name shows up that looks
more promising, or read the man pages (I know, I know, that's only for
use as the absolute last resort :-).
