Typically this means you have lost the setuid-root bit on the amcheck
executable.  Here are all the Amanda programs that **must** be setuid
root:

-rwsr-x---   1 root     backup    231016 Dec  1 14:19 libexec/rundump
-rwsr-x---   1 root     backup    231852 Dec  1 14:19 libexec/runtar
-rwsr-x---   1 root     backup    953900 Dec  1 14:23 sbin/amcheck

The best way to fix this is just re-install Amanda (and verify the
permissions afterward).

Another possibility is that you're going through a firewall of some
type and it needs to be configured to allow privileged ports for Amanda.
