You'd have to rebuild Amanda on the client and point it at a wrapper
version of GNU tar that did the nice and then invoked the real GNU tar.
Note that I don't think this will have any effect on your problem.
"Nice" only affects CPU priority, and backups are typically (ignoring
compression) I/O bound.
Do you know for sure the failures always match up with a dump being run?
