That probably says amreport cannot read the log file.
What happens when you run amcheck?
Looking at the logfile directive in amanda.conf, and then looking at that
file, does it exist? Unless you're actively running Amanda, it should
not (it should be renamed log.YYYYMMDD.NN by amreport). At one point
there was a problem with amcleanup that the two files (log and amdump)
did not get handled properly. You might try moving them out of the way
by hand and see what happens.
