Before worrying about the changer, I would suggest checking permission on
the tape device. It looks like AMANDA doesn't have permission to control the
tape drive.
I've seen it recommended on the list to get AMANDA working with the
chg-manual changer first, so that you know everything else is ready. Change
tapes manually for a while, until you are comfortable with AMANDA. Then make
the changer work.
