Is there anything in /var/log/messages or /var/log/secure on admin2?
By default, amanda *does* use tcp wrappers. On admin2, you'll need an
entry in /etc/hosts.allow that says 'amandad : admin1.airscorp.com',
subbing the IP address for the hostname, of course. That's assuming that
you have the standard 'ALL : ALL' in /etc/hosts.deny.
