Ok.  I did some poking around in the various kernel
sites and came across the solution.  For the benefit of anyone 
else who runs into similar problems with the Seagate STT20000A,
after adding in support for ide-scsi emulation you have to put an
append= line into lilo with "hdX=ide-scsi" (the X being whatever
letter your tape drive is at).  My problem was that I had "hdd=scsi"
so the kernel was trying to treat it like a true scsi drive.  The seagate
was having NONE of THAT thank you very much.  So it looks like
everything will work just fine.
