Why do people use SysV style init scripts? (That's about the same
difference in a different system)
Why do new things get developed?
Why don't they all just use BSD v1.0 or AT&T UNIX?

Progress. RH crew decided to go ahead and start using xinetd instead of
inetd. Reasons can be guessed by examining the differences between these
two and the reasons that have caused *multiple* inetd "replacements" to
appear lately.

This is off-topic, but so should be all these ridiculous flames.
