Yes.

If Amanda drops into degraded mode (e.g. tape error), then whether it
puts full dumps in the holding disk is based on the "reserve" value.  The
default (100%, meaning "reserve the entire holding disk for incrementals)
does not allow full dumps.  Setting it to a small value (e.g. zero), will.
