This sounds a lot like the old network duplex mismatch problem. The problem with this theory is that it should have also been slow when you ran the test by hand through ssh. Still you might want to double check the duplex settings at the host and the switch it connects to to make sure they match. If it's connected to a hub rather than a switch then the host must be in half-duplex. -Mitch
