Without knowing your exact dumpcycle/runspercycle settings, it's a little 
tough to guess.  But, in general, amanda strives to keep the backups 
roughly the same size on each run.  If there is very little activity (i.e. 
the level 1s will be small), amanda will promote disks which aren't due 
for level 0s yet in order to get more data on tape.  In general, it's a 
good thing -- the more level 0s, the better.
