Not quite.  Amanda's goal is to balance the nightly backups while meeting 
the requirements set forth in amanda.conf.  By balance I mean that amanda 
wants to back up about the same amount of data every amdump run.  So, if 
the incrementals alone aren't big enough, amanda will promote disks 
which weren't yet due for a level 0 in order to use more tape.  Of course, 
this also means that you get more level 0s, which is never a bad thing.
