Generally speaking, no.  As others who know more about that I will 
(probably) say, this is amanda doing its load balanceing, by 
adjusting the timing of the backups so that about the same amount 
of data will be backed up every night.  Tonight it will probably 
advance another one or 2 level 0's that aren't quite due yet, 
tommorrow night another entry or 2 in your disklist will be the 
guest of honor, etc, etc.

The idea is that sometime within the time limits of your 
'dumpcycle', a level 0 will be done on every entry in the disklist.
