Do you see the connect in (x)inetd on the client? Something like:

Also check your system logfile for (x)inetd problems. Maybe (x)inetd can't
start amandad, or is misconfigured with a wrong only_from ACL,... Could be
possible if someone changed it and doesn't reload (x)inetd, so the changes
took affect after the reboot.
