That is correct. If you just wrote to tape DailySet106, shortening the tapecycle by one tape will allow either DailySet107 or DailySet108 to be used next. Now you can remove DailySet107 from rotation--set it on a shelf and mark it as "no-reuse" in the tapelist file--and send the backups to DailySet108 next instead.
