This is a great idea, but actually the need for it has just been
removed, as Amanda will no longer write partial (aka useless) parts to
vtapes.  See

If you think this feature is still necessary, it would actually be a
fairly simple change to the taper, although it would need a new
configuration parameter to control it.  Do you want to give it a shot?
