Amanda never plan more than runtapes * tape length.
You can increase runtapes, or set maxdumpsize if you want to allow
amanda to do more backup than the tape space (useful with a lot of
holdingdisk).

There were enough usable tapes in the library (and if not, amanda left
the rest in the holdingdisk in the past). Also the holdingdisk is
having 2TB free space (what is enough to hold almost the whole backup).
Any idea what could be wrong and how can I really force amanda to do
only level-0 ("dumpcycle 0" doesn't seem to be enough).
