Running something as root when not required is always BAD.
Any bug, bad configuration or misuse can be a lot more harmful.

Disallowing root to run amanda was not planned, it is a side effect of 
the other security fix.

I'm wondering if I should patch amanda to allow it.

Anyway, you can try to remove the check in server-src/amcheck.c, but it 
might fail somewhere else.
