Gene,

 From the version information for the amanda packages, it appears like
you're running either the testing or unstable release of debian.  I just
built an arm64 VM based on testing and installed the three amanda
packages.  After a little poking around, I found that there is a command
"amserverconfig", which will do an initial configuration of amanda.
There is a man page for that command, which give details for what it does.

I hope that gets you started in the right direction.
