Why are you not loading these plugins from the default plugin loader file: "init.pre", so that they load first at startup with the other plugins? In my init.pre file I also have:

loadplugin    Mail::SpamAssassin::Plugin::RelayCountry
loadplugin    Mail::SpamAssassin::Plugin::Hashcash

but do not see the following listed in the default SA init.pre installation file:

loadplugin    Mail::SpamAssassin::Plugin::DomainKeys
loadplugin    Mail::SpamAssassin::Plugin::MIMEHeader
loadplugin    Mail::SpamAssassin::Plugin::SpamCop

Where did these plugins come from?
