What I am thinking is in this version 3.1, some of the modules currently in 3.0.x that load programs like Pyzor, Razor and DCC are broken out of the main program and will only be enabled if loaded in init.pre. I would guess by modularizing some of this stuff you can save on memory footprint if you don't use these modules.
