Yes, it is essential that both values are the same. Actually, the maxproc in master.cf may be smaller than $max_servers, but then you will have some unused amavisd child processes. (It may be useful to have perhaps one extra amavisd process if one is often using the new amavisd-release utility to release mail from a quarantine) Having it the other way around (maxproc > $max_servers) is a definite no-no.
