You have no rules in /usr/share/spamassassin or otherwise do not have
access to any default SpamAssassin rules. Find them and put them there.
Locate 50_scores.cf to find what directory the files are currently in.
Reinstalling or upgrading SpamAssassin should take care of that task for you.
