Bounc, discard or reject, it doesn't really matter at the mo (I'm still
testing this), but I need it to end up in the quarantine directory

This is really high. Try going back to something near 7ish.
Client is paranoid about false positives. I'd rather play it safe while
I iron out the small problems before I try to convice them.
