Policy banks are documented in: http://www.ijs.si/software/amavisd/amavisd-new-docs.html#pbanks and there are some examples in amavisd.conf-sample. You can't use the MYNETS shortcut with non-Postfix MTA, but the rest applies to a non-Postfix mailer setup just as well: add another dedicated port where amavisd-new will listen, attach a policy bank that you need to it, and all mail coming in on such port will have its own rules applied to it. How you set up a dedicated MTA to a separate IP alias address to be used for local mail submission is beyond the scope of this mailing list. For Postfix there are some examples included, for other mailers you would probably get better support on their mailing lists - although such basic questions are best answered by reading MTA documentation.
