I'm forgetting that your problem stems from quarantining
to a mailbox. In this case your only option is to use
a fixed address in $mailfrom_to_quarantine and to
whitelist that address to disable spam re-checking.

Or give up on quarantining to a mailbox and quarantine
to local files directly by amavisd-new, which avoids
the problem of re-checking mail-to-be-quarantined
by milter.

Still, using a separate mailer for handling
messages originating from amavisd is a better choice,
either dual-sendmail or Postfix.
