Hi Jeff
Just my 2cents, at least under my suse9 there was a bug in Net::Server
0.89 that it couldn't switch UID or GID
This seems to be fixed in 0.90 as far as i can see on my suse10 box.
Update using:
perl -MCPAN -e shell
install Net::Server
good luck

Thanks for the response Mark. I ran amavisd manually and provided the
config files that Debian likes to define in a conf.d/ directory. When it
ran, I got an error saying that the user could not be changed from 0 to
root and output the http://www.ijs.si/software/amavisd/#net-server-sec url
and a message about upgrading Net::Server. I went ahead and used the -u
parameter and the amavis user that debian created and everything spun up
just fine. Aside from making several changes to the 30-user config file
to uncomment the $path and other variables, everything seems to be running
just fine. Perhaps the init.d script is borked somehow. I wonder how
things got that way. I'm contemplating going through the script to figure
out what's screwy with it, but I guess I'll be starting (and restarting)
amavisd-new manually from here on out.

Jeff,
I had been running the new 2.3.x versions of amavisd-new successfully
but
recently had run into a problem possibly after upgrading perl to 5.0x
and
a few other packages.
Amavisd-new will look like it sucessfully runs using the init.d script,
but does not leave any processes running. The /var/log/amavis.log file
shows no failure messages and the last message in the log is:
Creating db in /var/lib/amavis/db/; BerkeleyDB 0.26, libdb 4.3
Start amavisd manually: amavisd debug
and see how far does it get.
If the 'Creating db in ...' is the last line, then it appears that
your installation of Berkeley DB library is broken.
If it also reports 'SpamControl: initializing Mail::SpamAssassin'
but stops there, there must be something broken in SA.
