This might not be AMaVIS, but Outlook (or Outlook Express) related. Since SP2 for XP Outlook Express is set to block images, same for Outlook 2003 at least, if not already 2000/XP.
Google for the words "outlook blocked security reasons" and you'll find plenty of sources on why that has been added and how to configure/disable it.
