With 'amavisd debug-sa' the SA should report its analysis of Received header fields. Without Received from the MTA (or in case of a milter, a synthesized Received, because the actual one hasn't yet been generated), SA would not be able to obtain information on client IP address from a Trusted relay. Without proper setting of trusted/internal along with the presence of a Received header, decisions by SA on whether to apply DUL and SPF tests or not would be wrong.
