Yes, almost.

Actually an equivalent of a search through the following list is
performed (simplified a little, ignoring minor ccats and exotic values):

  CC_VIRUS, CC_BANNED, CC_SPAM, CC_SPAMMY, CC_BADH, CC_CLEAN

ignoring ccats that do not apply to the message contents,
and ignoring ccats that have their _destiny set to D_PASS
or a recipient is their 'lover'.

The first (highest ranking) from this list that remains
after this search, is a blocking contents category.

So your statement should be extended to cover also D_BOUNCE and D_REJECT,
and exclude *lovers, but is otherwise correct.
