Smells like a network issue.  Try setting $sa_local_tests_only to 1 and
see if
the time drops.

I think you're on to something. I changed my local tests to 1 and my
times have come down to reasonable values ranging from sub 1000ms to 4
or 5 which I expect and have on my other non Maia system. My question is
then, how do I narrow down which non-local test is causing this and what
is the best way to go about troubleshooting that more specifically. This
box is hosted at a Level3 data center with 15+Mb of bandwidth and the
connection is not saturated so I know at least the Internet access for
this box is not an issue. Maybe it is for the servers on the other end
of the test. Suggestions?
