Seems like you are using amavis-0.3.12 (_not_ amavis-milter 0.3.12).
This version hasn't been updated for the last four years.

Consider switching to amavisd-new:
  http://www.ijs.si/software/amavisd/
and if using it with sendmail the milter helper program of choice
is the Petr Rehor's:
  http://sourceforge.net/projects/amavisd-milter/
