No, you can't easily tell amavisd not to sign based on a recipient address.
Doing so is only possible based on origin of mail, or based on sender address.

But there is no reason to want not to sign for mailing lists.
Broken signature is no different from absent signature (except
that it wastes few lines in the header section). And some
mailing lists may still benefit from validating your message
on their input side, like when they run their antispam filters.
