Yes, the copyright must be assigned to the ASF.

As the header claims that the Newcastle University owns copyright I
think a software grant is required, either in form of a Software Grant
Agreement (SGA) or in form of a Corporate CLA (CCLA). A CCLA is
preferred if Macjej and Lukasz are still employees of NCL and continue
to contribute to the project during working hours.

I'm not sure which process [3] or [4] is the right one in this case
because it isn't a initial podling code base but still Amber is a
podling. IMO the [email protected] ML should be asked.
