There is a formal process how new committers are added to an incubator
project: http://incubator.apache.org/guides/ppmc.html#Voting+in+a+new+committer.
This may take some time, I don't know the status, but I'll check.

Please have a look into http://www.apache.org/legal/src-headers.html,
especially the section 'Source File Headers for Code Developed at the
ASF'. I'd suggest you remove the copyright notices once you have
commit access from the headers and add a NOTICE file instead.
