Big it doesn't need to be. Is the project and community viable, or self-governing, is the question. If you have three active members, you should absolutely go for TLP. Whoever is active on the project right now should make it a priority to get the IP resolved. Staying in the incubator for too long can wear you out; I'm speaking from experience :) Kalle
